Empowered Local Government

By amending Article 140-A of the Constitution, the local government system will be fully defined and empowered, like the structures of the national and provincial governments. The Provincial Government and Legislature will no longer have the authority to legislate or alter the Constitutional powers and functions of local governments.

Key responsibilities, including education, healthcare, water supply, building regulation, environmental management, local transportation, road maintenance and construction, drainage, parks, playgrounds, and revenue collection, will fall under the jurisdiction of city governments.

The police will operate under the authority of the local government, tasked with protecting citizens’ lives and property and maintaining law and order within their jurisdiction.

Specialized institutes will be established to provide scientific training to local government police. These trained officers will be responsible for investigating criminal offenses, utilizing advanced scientific resources and methods.
